The Cohort assignment for this position is B, which reflects a salary cap of $270,000.
Duties
Serves as the principal assistant and technical advisor to the Assistant Director, Workforce Intelligence, on matters related to strategic and annual planning, workforce planning, budgeting and financial management and reporting.
Initiates, coordinates and advises in the formulation and implementation of the division's staffing projections, goals and objectives, and budget policies. Advises senior leadership of changes to regulations, policies and/ or agency procedures, and proposes alternative courses of action.
Directs the activities of the Budget and Strategic Planning Section, coordinates with the division’s regional offices and other FDIC divisions and offices to accomplish program goals and to meet budget and planning milestones, aligning with FDIC budget requirements and schedules. Provides guidance to the staff and oversees ongoing priorities and initiatives in the section.
Directs and conducts activities to assure that the division's staffing levels and resources are within guidelines and align with agency budget goals and/or ceilings, fulfills any reporting requirements. Ensures budget and financial allocations are fully supported and meet the goals and objectives of the Division and/or Corporation. Tracks budget and trends to help the Division predict and plan for changes in requirements as they impact programs of the Division.
Coordinates workforce analysis and development of annual financial performance and strategic plans. Develops, tracks, assesses, and reports progress in achieving the Corporate and divisional business plan goals and objectives. Analyzes current and projected workload assumptions within the Division to ensure appropriate workforce levels.
Provides oversight for the development of comprehensive and complete budget and financial management plans for the Division with supporting documentation for presentation to the appropriate reviewing officials. Reviews the status of authorized funds to ascertain where shortages or surpluses exist for the purpose of making adjustments, develops fiscal methods, and controls and reviews expenditures to assure conformity to financial plans.
Develops and/or coordinates responses to congressional inquiries and FOIA requests. Analyzes and evaluates complex proposals regarding budget requirements or needs, funding or financial planning, and/or strategic workforce planning; and, develops plans and recommendations to meet division and program requirements.
Performs the full range of supervisory duties including, HR management (recruiting, interviewing and selecting employees, evaluating performance, and recommending disciplinary action), counseling and providing career development guidance, providing feedback on problems and improvements needed, assesses progress in mastering tasks and work processes, and determines individual and team training needs.
Oversee DCP's Enterprise Risk Management (ERM) Program, Crisis Planning Program (COOP), and DCP's Assurance Statement and Fraud Risk Management program. This will include the development of policies and procedures and ensuring the proper execution of these programs.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience: Experience in the formulation, justification and presentation of an agency's budget estimates to management, other Divisions, and Congress, in order to oversee the development and execution of financial resources AND experience in facilitating strategic plans with senior leadership, conducting planning, facilitating discussions, tracking goals, and/or disseminating information to management and the workforce.
