As a Financial Analyst at the GS-0501-9 grade level you will be part of Office of the Chief Financial Officer. If selected, you will be responsible for performing financial management functions for an assigned functional or organizational area in one or two areas of the financial management series that includes accounting, budgeting, cost accounting, financial reporting, and financial management.

Duties

Develops project documentation to include project development (cost-benefit analysis, etc.), and operational documentation (user guides, reference manuals, etc.). Performs life-cycle management on the development of a new or modified system as a means of accomplishing its activities and tasks. Serves as a Contracting Officer Technical Representative (COTR) for an assigned functional or organizational area in monitoring service provider performance and perform other related COTR work. Manages and controls changes to existing financial systems and related organizational structures to reduce cost, increase benefits, and improve performance through project change management techniques. Performs detailed analysis supporting accountants and financial managers associated with the execution and monitoring of the financial position of organizational funding. Effectively support program audits and respond to findings and audit information for program improvement. Designs and uses system processes and procedures that ensure financial integrity.

Qualifications

For the GS-9: You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Examples of specialized experience would typically include, but not limited to performing analysis of accounting and budgeting programs and functions. Experience with providing financial services for assigned organization (s) or to perform studies and/or evaluations of programs, and/or organizational issues. Experience with an organization's mission, programs to implement financial management policies and procedures, to assist line organization in setting and implementing program goals. Experience with identifying and analyzing financial management problems in order to develop alternative solutions and experience presenting ideas and options for review. OR Successful completion of a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. accounting, etc. Equivalent combinations of education and experience are qualifying for this grade level. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
