Duties
If selected at the GS-09 and GS-11 grade levels, duties will be performed in a developmental capacity.
Provides technical recommendations and guidance to DCMA and other associated Government personnel on issues affecting the definition, design, development, and test strategies during all phases of the software life-cycle in support of DoD systems.
Utilizes a variety of application programming languages and programming tools (case tools, reusable code, data warehouses) to write applications and interface software to satisfy users requirements in support of DoD systems.
Designs applications to ensure that application meet security and privacy requirements.
Documents, explains, and if necessary, makes necessary changes to applications in connection with security accreditation and platform certification reviews.
Supports the development of plans, exception and verification of test databases, system testing, functional testing, Initial Operating (IOT) and Environment Testing (ET).
Provides assistance to DCMA activities in resolution of systems problems and deficiencies in operational systems.
Performs the system design, programming, and development of systems support, interface, and other unique applications.

Qualifications
To qualify for an Information Technology Specialist (APPSW/SYSANALYSIS) your resume must support:
A: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-09
Planning and conducting surveillance of software systems, subsystems, embedded and stand-alone applications.
Developing and supporting complex software systems in order to formulate, execute, advise on and explain recommendations or solutions.
Advising stakeholders on the technical merits of proposed software development programs.
GS-11
Experience using COBOL and MANTIS or other mainframe programming language.
Identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives.
Soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions.
GS-12
Developing system level mainframe or contract management programming using application programming languages such as MANTIS, COBOL, Assembler, BASIC, etc.
Completing system design of existing applications that depict the overall system design to accommodate the functional, technical and non-functional requirements being delivered for the requirement specification.
Conducting program level software testing to include: code reviews, walkthroughs, unit test, system, interface and integration testing of existing or modified programs developed for new functionality or to remediate reported discrepancies.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience at the GS-11 grade level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. To qualify based on education in lieu of specialized experience at the GS-09 grade level, you must possess a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Education
GS-09: Must possess a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
GS-11: Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
