About the Position: Serves as subject matter expert (SME) works under the general supervision of the Chief, Plans Branch for mission and organization analysis, mission assignment, organization structure, functional alignment, command relationships, manpower documentation, manpower requirements, manpower allocation, manpower programming, manpower reporting, strength management and manpower utilization for the manpower and force management program for the command.
Duties
Analyzes and discusses staff management and operations with top management, technical, and operating personnel for organization functional alignment and manpower requirements.
Conducts Cost Benefits Analysis (CBA) for the organization in support of manpower requirements to determine and development courses of actions for effective utilization of organization resources.
Develops recommendations on the issuance of guidance on the development of Tables of Distribution and Allowances (TDA) updates and assures the processing and submission of all TDA documents to higher Headquarters are IAW regulatory procedures.
Acquires information and develops data for analyzing and evaluating specific phase or elements of organizations to determine optimum mission assignment, organization structure, and functional alignment.
Serves as resident expert in all matters pertaining to Sustainable Readiness and manning requirements; monitor, gather, and analyze personnel strength and readiness of unit and specialty data and distribution priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent may be required to perform occasional Temporary Duty Travel (TDY).
- Incumbent must obtain and maintain a Secret clearance.

Specialized Experience is define as: experience equivalent to the GS-12 grade level in the Federal service which includes work that involves resolving complicated substantive problems affecting major agency administrative programs and requirements, and proposing new organizational structures, realignment of functions, and/or staffing levels, to improve efficiency. Performing workforce utilization studies to determine, span of control, staffing levels and requirements, observing work operations, and reviewing overall workload data. Analyzing human resource requirements and capabilities for current and projected workloads. Assisting and advising management on realignments of assigned personnel, distribution of work among positions, efficient use of positions and employees.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
