This position is located in the Office of the General Counsel, Secretariat and Information Management Branch, Records & Privacy Section. The incumbent serves as a government information specialist responsible for advising the Chief Privacy Officer and supporting privacy program initiatives across the Commission.

Qualifications
CT-12 Level: To qualify for the CT-12 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-11 level). Specialized experience is defined that through which one has gained experience:
Experience in applying knowledge of privacy laws, regulations, court rulings, guidance, best practices and related policies and procedures which govern information privacy sufficient to develop, implement, maintain, and/or measure an agency's privacy program.
Experience applying analytical and evaluative methods to conduct reviews and studies of an agency's program, and make policy and procedure recommendations and program improvements.
Experience applying knowledge involving a wide range of concepts and principles related to information privacy regulations such as the Privacy Act of 1974, the privacy provisions of the E-Government Act of 2002, the Federal Information Security Modernization Act of 2014 (FISMA), Office of Management and Budget (OMB) circulars and memoranda, and National Institute of Standards and Technology (NIST) standards and special publications.
Experience demonstrating awareness of the information system development lifecycle, the NIST risk management framework, and knowledge of how privacy controls can be used to ensure privacy compliance and mitigate privacy risks.
CT-11 Level: To qualify for the CT-11 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-09 level). Specialized experience is defined that through which one has gained experience:
Experience demonstrating awareness of the information system development lifecycle, the NIST risk management framework, and knowledge of how privacy controls can be used to ensure privacy compliance and mitigate privacy risks.
Experience providing management guidance on privacy related matters; making presentations; conducting privacy-awareness training and briefings; and serving on interagency privacy committees.
Experience preparing program documentation, briefs, reports, analyses, training materials, and website information.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M. if related.
OR
A combination of education and experience.
