About the Position: Plan, develop, and conduct analyses concerning financial and manpower resources and other budgetary aspects of current or projected programs for actual or potential effectiveness in achieving planned goals and objectives within a complex multi-mission activity.

Duties

Responsible for the formulation, monitoring, and reporting of the Division's annual operating budget. Responsible for program development (i.e., budgetary and funds management) of the Norfolk District program requirements. Lead, plan, and direct the establishment of necessary control and reporting procedures to ensure proficiency and sound fiscal management in accordance with USACE/CFO established Financial Management System. Correlate and analyze overall workload on a continuing basis; develop procedures, techniques, and methodologies for analyzing and determining workload and associated manpower requirements. Provide contract administration support as related to proper type of funding for scope of work proposed and can recommend alternative financial methods, as necessary.

Specialized Experience: One year of specialized experience which includes: Experience with tasks such as monitoring, reporting, forecasting, budgeting and/or requesting additional funds to ensure project milestones and budgets are met and stated goals and objectives are accomplished; Experience with a variety of reimbursable and direct funding sources to ensure programs and projects remain within all governing laws, policies, and/or regulations (i.e. Civil Works, Military Construction (MILCON), Operation and Maintenance, Army (OMA), and/or Base Realignment Commission (BRAC)); Experience with a variety of project, funding, and manpower documents to include, but not limited to, Funding Authorization Document (FAD), Military Interdepartmental Purchase Request (MIPR), Support Agreements,7600A/7600B, Project Management Plan (PMP), and Table of Distribution and Allowances (TDA); and Experience with various financial and data management systems to perform tasks such as inputting, extracting, researching, and analyzing data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 and above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
