This position is located at the Black Hills Health Care System (BHHCS) at the Department of Veterans Affairs (VA). The primary purpose of the Administrative Officer (AO) is for supporting high quality, accessible, cost effective health care services. The AO works with the Group Practice Manager (GPM) and the Associate Chief of Staff (ACOS) for Acute and Specialty Medicine Service Line to develop strategic plans for the service line as it relates to performance improvement and access to care.
Duties
This Administrative Officer ensures an exceptional Veteran patient experience through development, standardization, implantation, and sustainment of key operational/business processes to ensure efficient and effective management of the service line.
Identifies and implements improvements to optimize clinic management processes, access strategies, and Performance Improvement.
Evaluates the current outpatient services model within VA BHHCS.
Plans, organizes and directs team study work to accept and implement recommendations where proposals from executive leadership involve substantial agency resources, changes in procedures or identify challenges.
Performs statistical analysis on data to evaluate program effectiveness, and for development or management of major program functions.
Serves as consultant to staff physicians in the areas of productivity and efficiency to ensure adequate staffing and patient care needs are met.
Requests appropriate funding each fiscal year to provide current programs.
Generates internal and external correspondence, creating reports, templates, and responding to high level inquiries (local, state, federal).
Monitors contracts with the private/business sector and is responsible in maintaining costs, tracking workload, and insuring adequate services are being provided.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyze and interpret statistical data relating to evaluation of program effectiveness. Integrate data analytics and measure with continuous process improvement plans to sustain department goals and objectives. Research and prepare comprehensive reports, generating internal and external correspondence, templates, and responding to inquiries. Identify, define and prioritize customer feedback tools, process improvement and training opportunities that support staff, Experience with personnel administrative functions, such as recruitment, workload, attendance, time management, performance and conduct.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Education cannot be credited without transcripts.

Combination: Applicants may also combine education and experience to qualify at this level. Possessing equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some duties may require extensive walking per day. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Position does require occasional travel to other TVHS facilities
