This position is located at the Black Hills Health Care System (BHHCS) at the Department of Veterans Affairs (VA). The primary purpose of the Administrative Officer (AO) is for supporting high quality, accessible, cost effective health care services. The AO works with the Group Practice Manager (GPM) and the ACOS for Mental Health Service Line to develop strategic plans for the service line as it relates to performance improvement and access to care.

Duties

Major duties include but are not limited to: Deploy an analytics system for the collection and analysis of inpatient and outpatient care patient feedback for access and quality measures. Evaluate and recommend changes for continuous process improvement. Present continuous improvement plans to GPM, noting resource implications of recommendations. Incorporate Lean management, system redesign, and process improvement based upon policies, procedures and management principles. Assists the GPM in providing oversight to ensure that local practice and processes within the service line are aligned with planning and policies at the facility, network and national access leadership levels. The incumbent collaborates with the ACOS in matters relating to the overall management and supervision of the Mental Health Service Line. Provides training and orientation on policies, procedures and performance measures. Work with local personnel to integrate data analytics and measure with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain service line and facility goals and objectives. Lead data analysis of performance related to existing internal and/or external requirements. Work independently with ACOS Mental Health, G PM and other personnel at the Medical Center and other facilities to implement national and VISN standards and address administrative process/system issues and other areas of concern. Work with ACOS Mental Health and GPM to provide feedback and assistance in the development of both long-and short-term policies and plans for the service line. Develop flexibilities in operations and cost-effective approaches to ensure Veteran and employee satisfaction. Lead and provide direction for the budgeting and financial management operations for the Mental Health Service Line. Directs the personnel management program for the service line, performing or overseeing the full range of human resources requirements. Responsibilities include training, writing and communicating performance standards and evaluations, competency evaluations, awards, succession planning and disciplinary actions as needed. Act as a liaison or point person for communications with persons and /or groups internal to the facility. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of Specialized Experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; developing and monitoring budgets; preparing procurement requests; prepares financial reports; utilization of various office automation software programs; creating correspondence; interpreting and understanding pertinent laws, regulations, and policies; policy development and implementation; performing human resources responsibilities such as training, conducting performance evaluations, disciplinary actions and/or succession planning OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
