This position is located at the Black Hills Health Care System (BHHCS) at the Department of Veterans Affairs (VA) . The primary purpose of the Administrative Officer (AO) is for supporting high quality, accessible, cost effective health care services. The AO works with the Group Practice Manager (GPM ) and the ACOS for Surgery and Specialty Medicine Integrated Clinical Community (ICC) to develop strategic plans for the ICC as it relates to performance improvement and access to care.

Duties

Major Duties listed but not limited to: Coordinates efforts in collaboration with the GPM to ensure the program is aligned with national requirements such as MyVA. Ensure that processes and procedures developed are data-driven Develop sustainment and continuous improvement plans for the service line Assists the GPM in providing oversight to ensure that local practice and processes within the service line are aligned with planning and policies at the facility, network and national access leadership levels The employee collaborates with the ACOS in matters relating to the overall management and supervision of the Surgery and Specialty Medicine Service Line Lead service line program planning and execution for VHA-approved program(s)such as MyvA, Transformational Coaching Work with local personnel to integrate data analytics and measure with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain service line and facility goals and objectives Lead data analysis of performance related to existing internal and/or external requirements. Work Schedule: Monday-Friday 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; developing and monitoring budgets; Utilization of various office automation software programs; creating correspondence; interpreting and understanding pertinent laws, regulations, and policies; policy development and implementation; supervising a variety of staff in a health care environment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Note: If you select this option, a copy of your transcripts is required. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED - must have Conferred date of degree for full credit). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
