This position is located at the VA Black Hills Health Care System in Fort Meade, SD or Hot Springs, SD. The primary purpose of the Administrative Officer (AO) is for supporting high quality, accessible, cost-effective health care services. The AO provides direct supervision to administrative staff aligned uncle the Surgery and Specialty Medicine Service Line.
Duties

Duties include, but are not limited to, the following:
Performance Improvement (30%) Coordinates efforts in collaboration with the GPM to ensure the program is aligned with national requirements such as MyVA. Ensure that processes and procedures developed are data -d riven. Deploy ah analytics system for the collection and analysis of inpatient and outpatient care patient feedback for access and quality me assures. Evaluate and recommend changes for continuous process improvement. Coordinate with the Veterans Experience, Systems Redesign, clinic management, and analytical groups.
Programmatic Oversight (25%) The incumbent collaborates with the ACOS in matters relating to the overall management and supervision of the Surgery and Specialty Medicine Service Line. Provides training and orientation on policies, procedures, and performance measures. Serves as liaison to interservice-related issues with other clinical support services, i.e., pharmacy, primary care, surgery, laboratory, dietetics, and radiology.
Direction and Long Term (Strategic) Planning {5%) Work with ACOS Surgery and Specialty Medicine and GPM to provide feedback and assistance in the development of both long-and short-term policies and plans for the service line.
Budget Guidance and Approval (5%) Lead and provide direction for the budgeting and financial management operations for the Surgery and Specialty Medicine Service Line.
Personnel Administration and Management work (25%) Directs the personnel management program for the service line, performing or overseeing the full range of human resources requirements. This includes, but is not limited to recruitment, promotions, interviewing, selection/hiring of Title 38 nurses and physicians, Hybrid Title 38 personnel and Title V administrative and clerical staff. Responsibilities include training, writing, and communicating performance standards and evaluations, competency evaluations, awards, succession planning, and disciplinary actions as needed.
Liaison and Communications (10%) Act as a liaison or point person for communications with persons and /or groups internal to the VA BHHCS. Promote effective vertical and horizontal communication and optimal information flow within the service.
Work Schedule: Full Time, Monday-Friday; 7:30am-4:00pm

Qualifications
To qualify for this position, you must meet the below requirements.
GS-11:
EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal service that includes performing the following duties Qualifying specialized experience include overseeing the administrative functions of an office, organization, or program; analyzing data related to productivity and efficiency; developing the strategic plan and fiscal budget; and performing statistical analysis.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts Required.

Combination: Equivalent combinations of successfully completed graduate-level education (beyond 2 years) and experience as described above. Transcripts Required.

Physical Requirements: The work is primarily sedentary, although some duties may require extensive walking per day.
