The HUD-VASH Program Coordinator provides clinical and administrative oversight for the HUD-VASH Program. The HUD-VASH Program is a unique HUD/VA partnership offering permanent HUD-VASH vouchers and VA-provided case management services to homeless veterans and their families

Duties

Provided by VA clinical staff, case management includes: -Screening homeless veterans to determine if they meet program participation criteria -Providing appropriate treatment and supportive services -Assisting with the process of Public Housing Agency-issuance of the rental voucher -Providing the veteran assisting with a housing search -Ensuring the veteran accesses all services needed for psychosocial stabilization and optimal behavioral and medical health -Working with landlords to assist veterans in overcoming barriers associated with homelessness -Developing a housing case management plan that addresses the recovery needs/goals of the veteran -Maintaining required records for evaluation purposes, as required by HUD and VA In addition to performing the above case management duties, the HUD-VASH Program Manager independently and directly supervises the clinical and administrative HUD-VASH staff and maintains full responsibility for compliance with operational guidelines established in VHA Handbook 1162.05, including performance measures. A. Program Coordination and Management- The HUD/-VASH Program Coordinator will provide the following program oversight functions: a. Develops local policies and procedures in accordance to VHA and Medical Center policy, Federal, State and Local regulations, Joint Commission and CARF requirements. b. Participates in the recruitment of HUD/VASH clinical and administrative staff. c. Trains and orients new HUD-VASH clinical and administrative staff. d. Collects and maintains statistical and performance data, prepares reports and oversees performance improvement activities related to the HUD-VASH Program. e. Provides team leadership, conducting regular staff meetings to coordinate the provision of services in compliance with established policy and procedure. f. Provides Issue Briefs for reportable incidents to the Facility, VISN and CO. g. Serves as the principal liaison with the Public Housing Agency, functioning to ensure collaborative implementation of each stakeholders' operational guidelines. h. Reviews agreements between landlords, PHAs, and VA in establishing appropriate referral sites for HUD-VASH placements. i. Performs site visits of HUD-VASH apartments to ensure that veterans reside in safe environments in compliance with local housing codes. j. Meets regularly with landlords and PHA officials to ensure the availability of HUD-VASH eligible housing stock. k. Assures that the HUD-VASH Program and its services interface with other VA and community programs to provide continuity of care to veterans. l. Evaluates the program and services and makes recommendations for new services based on outcome data, and develops new initiatives and refine current program policies and procedures to meet the needs of veterans enrolled in the program in an ever changing environment. Collects and submitting HUD-VASH Program evaluation data as outlined by NEPEC evaluation procedures. m. Coordinates educational and marketing services to veterans, staff and the community n. Represents the HUD-VASH Program at appropriate service and facility meetings and establishes liaison relationships with community agencies pertinent to program operations. o. Supervises HUD-VASH staff. The HUD-VASH Program Coordinator establishes guidelines and performance expectations for staff that are clearly communicated through the formal employee performance management system. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 (1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. [(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.] Preferred Experience: Supervisory experience. Homeless population experience.
