The Outpatient Substance Use Disorder (SUD) Program serves Veterans with substance use disorders in an outpatient environment. Services are recovery-oriented and are delivered to Veterans in person and by virtual means. These services are delivered by an integrated, multidisciplinary team with a focus on a high intensity of care, crisis prevention and management, flexibility in an outpatient setting. Further, SUD programing focuses on recovery through evidence-based treatment such as cognitive behavioral treatment. The Outpatient Substance Use Disorder (SUD) Program Coordinator is a Social Work Program Coordinator whose primary responsibilities are to provide clinical evidence-based services and interventions; program development; Veteran and staff education on addiction issues; community outreach; resource development; continuous quality improvement activities; and evaluation/consultation. In addition, the incumbent provides Outpatient substance use treatment services to the Veteran population enrolled at the VA Northern Indiana Health Care System. Services include provision of high-quality case management, substance abuse education, clinical treatment, family, individual, and group therapy, advocacy, aftercare groups for continuing support, and coordination of linkages to other appropriate VA or community service providers and/or agencies as needed by the client. This is accomplished in collaboration with other members of the interdisciplinary treatment team. The Outpatient SUD Program Coordinator provides 50% administrative/team leadership and 50% clinical duties. Major duties and responsibilities include: Administrative (50%): Directs the operations of the program through daily meetings with Outpatient SUD program staff to evaluate ongoing needs and assign administrative and clinical tasks as appropriate. Leads team staffing regarding patient selection and screening, determination of treatment plan and goals, progress evaluations, discharge planning and aftercare. Provides leadership with appropriate clinical providers to assure continuity of care by providing consultation regarding clinical needs, treatment plans, and case management services for assigned patients. Incumbent works to promote appropriate treatment, rehabilitation, and discharge of patients consistent with program goals and with individual treatment plans. Prepares and submits reports in a timely fashion. He/she is also responsible for completing documentation of appropriate data in patients' medical records and is responsible for entering clinical and research data in the computer; also completes documentation reports for evaluation and monitoring of service delivery and outcome. Supervises the training of social workers, social work associates, volunteers, students, and peer support specialist; participates as required in orientation, training, and staff development programs. Incumbent collects clinical data for use in the evaluation of the Outpatient SUD program, using protocols developed by local and national VA leadership. Clinical (50%): Provides comprehensive outpatient treatment with major emphasis on recovery- oriented principles in SUD recovery. Incumbent Outpatient SUD Program Coordinator is required to provide clinical support and /or treatment to an adult or geriatric patient population on a regular basis. Outreach and linkage with community agencies and groups will be maintained to enhance Veteran's recovery. Incumbent Outpatient SUD Program Coordinator utilizes individual, family, and group therapies and educational programs to provide psychosocial treatment and evaluation with documentation. Target population encompasses a wide variety of individuals and families from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. Work Schedule: Monday-Friday, 8:00 am to 4:30 pm. Some evenings hours required. Schedule subject to change based on the needs of the agency. Compressed/Flexible:May be available. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Senior Social Worker: Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Preferred Experience: Experience with outreach and working with Veterans who are trauma survivors would be preferred References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G39, Social Worker Qualification Standard GS-185 Veterans Health Administration. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-12. Physical Requirements: The work requires regular driving and travel throughout the medical center for the purpose of Veteran care. The incumbent must possess a valid drivers license in order to utilize a government vehicle.
