Administratively responsible for the development of the facility LGBTQ+ Veteran Care Program. Develops policies and procedures for program operation and prepares reports and statistics. Plans, organizes and directs administrative, operational, Veteran and personnel activities. Extensive knowledge of the history, cultures and values of the LGBTQ+ community as well as the history and culture of specific to LGBTQ+ in the military and the Department of Veterans Affairs.

Targets outreach efforts for Veterans through community networks. Promotes the use of VA benefits, programs, and services. Identifies gaps in services and make recommendations to improve service delivery within their facilities. Provides administrative oversight of program and administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, patient demographics, and patient satisfaction. Stays abreast of current federal and state legislation directed at Veterans, their family members, Caregiver and/or VA employees who experience any psychosocial stressors and/or discrimination due to identifying as LGBTQ+. Responsible for key project activities related to the planning, development, and implementation of the project component. Clinical Care Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on LGBTQ+ services, concerns, issues. Provides education and in-service training to VAMC employees, Veterans, families, and Caregivers. Provides ongoing consultation and support to colleagues regarding LGBTQ+ services and assistance. Develops and facilitates support groups and educational programs. Provides referrals to VA medical and mental health treatment and to other VA services (i.e. VA benefits, community-based social services, non-VA entitlement programs). Work Schedule: PART-TIME 20 hours a week. BASIC REQUIREMENTS 1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. Education: Applicant must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to Accreditation | CSWE to verify that the social work degree meets the accreditation standards for a masters of social work. 3. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to National Social Work Program - Social Work License By State - All Documents 4. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GRADE DETERMINATION In addition to meeting the above Basic Requirements, you must also meet the Grade Determination criteria below: Senior Social Worker, GS-12 A. Experience/Education. The candidate must have at least TWO years of experience, post advanced practice clinical licensure, and should be in a specialized area of social work practice of which, ONE year must be equivalent to the GS-11 grade level in the Federal service which demonstrates the following: 1. Assesses the psychosocial functioning and needs of Veterans and their family members, identifies the Veteran's strengths, weaknesses, coping skills, and psychosocial acuity; 2. Conducts assessment and provides specific interventions. Provides interventions independently with Veterans and their families/caregivers who are experiencing a wide range of complicated medical, behavioral health, financial, legal, and psychosocial problems; 3. Provides case management and care coordination to facilitate appropriate delivery of health care services, incorporates complex multiple causation in differential diagnosis and treatment of Veterans, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice; 4. Formulates and implements a treatment plan including measurable, achievable goals identifying the Veterans' needs, strengths, weaknesses, coping skills, and psychosocial acuity. Collaborates with the Veteran, family/caregiver, and interdisciplinary treatment team, to facilitate the delivery of health care services. Links the Veteran with services, resources, and opportunities, in order to maximize the Veteran's independence, health, and well-being; 5. Provides subject matter consultation to colleagues and students on the psychosocial treatment of Veterans offering professional opinions based on experience, expertise and role modeling effective social work practice skills. B. Knowledge, Skills, and Abilities (KSA). In addition to the experience or education above, the candidate must demonstrate the following KSAs: 1. Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. 2. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. 3. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. 4. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. 5. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. C. Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. This position is announced and recruited at the GS-12 - above the Full Performance Level. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items (medical records, computing devices, manuals, papers, books, small parts), or driving an automobile. The work requires manual dexterity for computer data entry, office machine operation and filing. However, in general, the work does not require unusual physical demands. The work does require emotional stability to resolve crisis situations.
