Duties
Provides current information on status of funds, costs and progress of work, and availability of funds in different budget accounts as requested, including training and supply budgets.
Assists program analysts in development and execution of the division operating budget.
Establishes and maintains project cost accounts.
Serves as the Engineering Division Government Purchase Card (GPC) IMPAC Equipment credit card holder for software procurement and purchase.
Evaluates and integrates estimates and funding requests ad proposals.
Coordinates, develops and prepares the current year program and monitors and tracks obligations.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Applicants can be selected at either the GS-09 or GS-11. The target grade of this position is GS-11.
Requirement for GS-09
Specialized Experience: One year of specialized experience which includes monitoring operating budget categories and related expenditures for technical office staff to ensure project funding is appropriately executed. Tracks funding expenditures and commitments through financial management software reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Accounting, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Requirement for GS-11
Specialized Experience: One year of specialized experience which includes maintaining records of funding, obligations and expenditures for assigned projects through financial management software. This definition of specialized experience is typical of work performed at the next grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge skills, ad abilities necessary to perform the work of the position such as financial management, accounting, etc. (You must attach a copy of your transcripts.)
OR
Specialized experience as described in A , but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirement that I meet, and the total is at least 100% (To compute the percent divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentage must equal at least 100 percent to qualify.)
