This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Exercise full program responsibility to manage and direct sustainment activities for Satellite Communications (SATCOM) baseband and control products during all phases of the lifecycle.
Exercise full program responsibility to manage and direct sustainment activities for Integrated Logistics Support (ILS), validation/ verification, production/maintenance engineering, transportation, and supply chain management.
Responsible for total, cradle to grave intensive logistics management to support complex, major communications systems from concept through deployment.
Lead and coordinates the development of (ILS) plans for major, complex systems that encompass new and emerging technologies or complicated fielding requirements defining scope, interface requirements, policy issues and performance criteria.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Foundational Level in the Acquisition Career Field Life Cycle Logistics within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes:
1) Providing depot support using organic and contracted depot services; AND
2) Solving organizational issues and recommending new logistics support concepts;AND
3) Supporting complex major communications systems from concept through deployment; AND
4) Evaluating the progress of integrated logistics objectives; AND
5) Participating in the development of integrated logistics plans for major, complex systems that encompass emerging technologies or complicated fielding requirements; AND
6) Participating in integrated logistics management teams.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstrationprograms are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers.Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure isreplaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broadbanding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects includesimplified job classification, streamlined hiring processes, and expanded developmental opportunities.
