You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER, FINANCIAL MANAGEMENT of COMMANDER US FLEET FORCES COMMAND.
Duties
You will verify obligations to plan, identifying activities that are not executing to requested authority, and identifying possible assets or shortfall in authority that need to be addressed.
You will provide communication and customer service within the organization, with subordinate commands and with higher echelons with positive, friendly customer service.
You will monitor obligations according to submitted phasing plans and expeditiously identify possible assets and/or shortfalls.
You will utilize End of Month (EOM) reports to communicate status of all line items (LIs) for current and prior year funds with the Execution Supervisory Financial Management Analyst on a monthly basis.
Requirements

- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12
To qualify at the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing and/or advising on work in any of the phases or systems of budget execution.
Experience formulating budget estimates to support plans, programs and activities required to build a budget.
Experience presenting and defending budget estimates.
Experience interpreting new/revised Congressional legislation in order to project the potential impact to the command's budget.
Experience applying financial policies set forth by DoD.
Experience utilizing End of Month (EOM) reports to communicate status of all line items (LIS) for current and prior year funds with the Execution Supervisory Financial Management Analyst on a monthly basis.
GS-11:
To qualify at the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing and/or advising on work in any of the phases or systems of budget execution.
Experience formulating budget estimates to support plans, programs and activities required to build a budget.
Experience presenting and defending budget estimates.

Education
GS-12:
There are no educational substitutions for specialized experience for GS-12.
GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such Ph.D. degree.
OR
Possession of a LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
