About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at U.S. Army Cyber Command, Fort Eisenhower, GA.
This position will be filled on a permanent basis.
Duties
Serve as a Project Manager performing work, independently or as a member of a team, in the administration, development, delivery and support of information technology systems and services.
Provide advice and guidance on a wide range and variety of complex Information Technology issues.
Interpret Information Technology policies, standards and guidelines.
Evaluate and recommend adoption of new or enhanced approaches to delivering Information Technology services.
Test and optimize the functionality of systems, networks, and data.
Identify and define business or technical requirements applied to the design, development, implementation, management and support of systems and networks.
Conduct analytical studies, cost-benefit analyses, or other research.
Purchase or contract for Information Technology services, equipment, products, supplies, property, or other items.
Identify standards or requirements for infrastructure configuration/management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain/maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).

- Temporary duty travel may be required approximately 5% of the time.

To qualify based on your experience, your resume must describe one specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by performing information resources strategy/planning duties (i.e., assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, interagency functional analysis, contingency planning, and disaster recovery.) to ensure organization Information Technology needs are met; coordinating with internal/external customers/stakeholders to identify Information Technology life cycle requirements (systems, architecture, design, cost-benefit analysis, acquisition methods, supplies, information system integration, installation planning/coordination/acceptance, etc.); evaluating Information Technology acquisition proposals to determine the best course of action to obtain products or services (i.e., purchase or contract for services, equipment, products, supplies, property, or other items); analyzing information technology infrastructure to upgrade/replace current or plan, design, integrate new/emerging systems/subsystems into current configuration.
My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(3) Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and
(4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
