The Review Appraiser position is located at the Veterans Benefit Administration, Loan Guaranty, Construction and Valuation Value Stream Division. The Review Appraiser is responsible for oversight of an assigned multi-state jurisdiction and will perform a full range of construction and valuation matters affecting the VA Loan Guaranty Program.

Duties

Review completed appraisals reports of real property, both existing and newly built properties, to ensure compliance with USPAP (Uniform Standards of Professional Appraisal Practice). Demonstrate thoroughness and proficiency in conducting oversight of completed construction and valuation related work completed done by lending institution staff and external appraisers. Apply VA regulations, laws and procedures specific to issues related to construction and valuation of residential properties and appraisal reviews. Assist Veterans, service members, and family members via inbound and outbound phone calls, or written correspondence to address construction and valuation related questions. Discuss issues with lending institution staff and real estate appraisers via inbound and outbound phone calls or email and provide solutions to their inquiries. Research comparable real estate sales information to determine market conditions and validity of value determinations. Manage multiple assignments to ensure proper and timely oversight of the construction and valuation aspects of the VA Home Loan program. Analyze completed appraisal reports and utilizing standard appraisal review techniques to determine the accuracy of the property value estimation. Make sound decisions based on appraisal and construction knowledge and analytical results. Able to calculate basic math and compile data. Resolves complex interrelated problems and issues with minimal supervisory assistance. Serve as primary point of contact for Veterans, lenders, servicers, appraisers, local agencies and agency leadership related to valuation matters associate with Loan Guaranty. Responsible for a full range of construction and valuation matters affecting the VA Loan Guaranty Program Monitor the assignment of appraisal reviews to external appraisers and ensure completion of appraisals to prevent delay of loan closing or a foreclosure sale. Assess application packages and provide recommendations to management on potential qualified appraisers for the VA fee panel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Applicants must have Specialized Experience as follows: To qualify at the GS-09 grade level, applicants must have one year (52 Weeks) of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) demonstrated experience analyzing and/or reviewing residential real estate appraisals completed for mortgage loans; OR (2) demonstrated experience in real estate sales and/or experience in the residential mortgage lending industry. OR Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e.,50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. To qualify at the GS-11 grade level, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (in addition to the requirements at the GS-9 level), (1) demonstrated experience performing quality-control reviews and/or post audit reviews of appraisals prepared by lenders and appraisers; (2) demonstrated experience applying federal, state, and local laws, policies and regulations associated with underwriting home and/or commercial loans, AND (3) demonstrated experience applying technical knowledge of real property requirements and the Uniform Standards of Professional Appraisal Practice (USPAP) guidelines for the origination and liquidation of government guaranteed home loans. OR Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position.
