This is a Direct Hire Authority solicitation utilizing the DHA for Certain DoD personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the Deputy Chief of Staff for Information Technology (DCSIT)/Chief Information Officer (CIO) organization at Defense Langugage Institute Foreign Language Center (DLIFLC), Presidio of Monterey, CA. Position serves in the capacity of Director of Cyber Infrastructure Networking
Duties
Manages a large and complex network, including conducting cost-benefit analyses and total cost of ownership and capacity studies; establishes routing schema; establishes security practices; develops contingency and recovery plans.
Maintains directory services; manages domain name services; provides intranet, Internet, or extranet gateways; and coordinates other actions to ensure the implementation of networks that support mission requirements.
Implements major integrated DLI-wide projects that includes upgrading infrastructure network components, overseas regional networks, and redesigning network infrastructure in response to changes in network technologies or network requirements.
Develops major contingency plans to ensure continuous availability and accessibility of network resources in the event of emergencies.
Manages the design of network architectures, including evaluating and defining infrastructure requirements.
Coordinates network implementation lifecycle replacement planning; and overseeing testing and implementation.
Provides technical guidance and oversight to government and contracted teams with responsibilities of fault isolation, configuration control, accounting, performance and security.
Maintains an up-to-date knowledge of the industry and the DOD user community capabilities, progress, objective, interest, and practices in order that they are properly considered, integrated, and satisfied by the cross-functional integration.
Facilitates or chair technical network meetings, takes detailed notes and writes after action/postmortem reports.
Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure OGE-450 required.
- Business travel, incumbent expected to travel TDY 5% of the time.
- The position has supervisor responsibility for a small staff and does not meet the full intent of the General Schedule Supervisory Guide (GSSG), classification standard.
- Incumbent must be able to obtain and maintain a valid state driver's license.
- Incumbent must be able to obtain and maintain Information Assurance Workforce IT Level II certification for the duration of employment.
- Able to obtain and maintain the certification of Contracting Officer's Representative within 6 months of employment.
- Incumbent must be able to obtain and maintain a secret clearance for the duration of employment.
- This position is subject to alternative duty schedules to include extended shifts, nights, weekends and/or holidays; being recalled for urgent situations; and/or working overtime in response to surge situations.

Basic Requirement for IT Specialist (INFOSE/NETWORK)
Specialized and Other Experience: One year of specialized experience which includes 1) implementing and coordinating operations to ensure, protect and restore IT Systems, services and capabilities 2) perform diagnostic and maintenance tools to ensure availability and functionality of network appliances and systems 3) develop and present training on the operation and maintenance of new systems to across the entire spectrum of IT specialty fields 4) supervise and coordinate work cross functionally to subordinates and set work priorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
Physical Demands
The work is primarily sedentary, there are no excessive or prolonged periods of standing, bending, stooping, crouching, crawling, climbing, etc. Duties may require the carrying of light items up to 35 pounds for the purpose of relocating/installing computer equipment or requests assistance from co-workers when working with heavier items.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
