The Training Specialist position is responsible for the assessment, design, implementation, and evaluation of staff development and/or clinical education programs for Organizational and Staff Development, Employees/Staff Development Branch and supports the Phoenix Indian Medical Center, located in Phoenix, AZ. This position reports to the Staff Development Director.
Duties
Utilizes existing formal/informal assessment tools and/or designs appropriate tools and methods for assessing training needs.
Develops orientation programs of sufficient duration and content to prepare employees for their assigned duties and responsibilities in the hospital.
Develop new or modifies existing employee training plans when new trends, new technology, and/or performance improvement projects are introduced.
Analyzes and interprets data to determine strengths and weaknesses of a course, teaching methods and tools, education plan, and the effects of teaching on short/long term patient care.
Markets and promotes staff development programs. Ensures that educational opportunities and activities are posted and distributed on a monthly basis.
Develops and maintains employee education records that are required to meet regulatory and accrediting body standards.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Individual Occupational Requirements
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
MINIMUM QUALIFICATIONS, GS-1712-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: conducting new employee orientation; utilizing computerized modules or other modalities for training, developing, implementing and evaluating effectiveness; and making adjustments necessary to meet training needs.
OR
Completion of a Ph.D. or equivalent doctoral degree, or have completed 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. degree that is related to the work of the position. (You must provide transcripts to qualify using this option.)
OR
Possess a qualifying combination of the specialized experience described above and the graduate education described above. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. (Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grade GS-11.) (You must provide transcripts to qualify using this option.)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
