About the Position: The office is located in downtown Omaha, NE, near the Missouri River and the city's wide array of parks, museums, historic sites, restaurants, and entertainment venues.
This is a Program Analyst, GS-0343-9/11 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Operations Division.
Duties
Provides comprehensive and innovative solutions to problems to insure maximum utilization of limited funding and manpower resources.
Prepares and maintains backlog of OM maintenance which is then used to make a 10-year forecast of OM resource requirements and is used to formulate future budget submissions.
Prepares various annual performance indicator reports for HQUSACE in areas relating to FTE usage, hydropower, recreation and navigation costs and on site versus offsite cost ratios.
Documents, justifies and consolidates various programs and reports into a cohesive, unified product.
Ensures that the submission conforms to guidance and limitations received and that package developed accurately reflects District position on issues being addressed.
All proposed programs are reviewed to ensure necessary controls are in place to accurately account for all planned capital acquisitions of plant and
equipment.
Determines need for and requests higher headquarters approvals for modification to existing programs.
Allocates funds and schedules monthly obligations and expenditures by feature, subfeature and individual accounts.

FOR GS-09:Specialized Experience: One year of specialized experience which includes 1.) Reviews contract documents to ensure funds, schedules and costing information is within compliance. 2.) Notifies Programs Management office of any need for increases/decreases in contract obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11:Specialized Experience: One year of specialized experience which includes 1) Experience preparing of functional and operating budgets; and 2) Experience with financial accounts and producing reports AND 3.) Determine need for and request higher approval for modification of existing programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
