This position is located in the Office of Discovery, Education, and Affiliate Networks (DEAN), Veterans Health Administration (VHA) Central Office. DEAN oversees the Office of Academic Affiliations (OAA), Office of Research and Development (ORD), Office of Healthcare Innovation and Learning (OHIL) and the National Center for Healthcare Advancement and Partnership (HAP).

Duties

The incumbent of this position serves as the Communication Specialist - Executive Communications and Outreach Specialist and reports to the Chief Communications Officer. The incumbent is responsible for proactively developing forward-thinking communications objectives for executive messaging and engagement of internal and external stakeholders. The incumbent will work hand in hand with leadership to oversee all media inquiries, Congressional responses and media releases. Duties include, but are not limited to: Responsible for work that publishes the principal written prose (magazine, newsletters, congressional budget report, etc.). Responsible for reporting to internal VA and the public on the accomplishments of DEAN programs. Reviewing Congressional responses and media releases. Performing independent background research for written materials about DEAN programming, including a review of online and other source materials. Developing and maintaining contacts with Supervisor, DEAN Leadership and public affairs officers at VA Central Office and throughout the organization. Responsible for editing text, advising DEAN leadership on media relations and coverage. Coordinating with officials to ensure awareness and continuity of organizational communications. Responding to information requests coordinating photos/speeches for speaking engagements, publications, assisting with or completing basic desktop publishing and layout assignments, assisting with special events and news conferences. Interfacing with reporters or other media representatives, and supporting the development and implementation of communications plans. Developing news releases or feature articles about DEAN programming within VHA. Planning, developing, and producing a variety of communications including print, visual, Web-based, PowerPoint presentation, multimedia, and video materials. Incorporating awareness and supporting all internal and external DEAN communications in response to RFI, VSO, CSO, GAO, OIG, FOIA, CMR and Congressional inquiries. Work Schedule: Monday - Friday; 8:00am - 4:30pm Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and implementing strategic communications and developing communication plans; preparing speeches and briefings, writing and disseminating articles and press releases; developing communications products on a variety of topics for use in responding to media queries and as briefing materials; communicating in written and oral formats complex healthcare information; identifying and resolving a variety of complex public affairs issues and providing guidance to senior leadership on all public affairs and communication issues. You will be rated on the following Competencies for this position: Communications and Media Creative Thinking Interpersonal Skills Strategic Thinking Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the position is primarily sedentary.
