About the Position:
Serve as a Human Resources Specialist for the Cyber Excepted Service Civilian Personnel Proponency Office within the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs, located at the Pentagon, in Arlington, VA.
Duties
Develop Cyber Excepted Service policy/regulatory interpretations involving highly complex and precedent setting HR situations.
Analyze significant civilian personnel policy and program issues/problems and develops recommended solutions and courses of action for resolution.
Develop and issue Cyber Excepted Service guidance in the form of policy, supplemental guidance, training, advisories, and program objectives based on typical and unique or specialized situations.
Serve on Army and DoD level work groups to analyze and resolve common civilian personnel workforce matters.
Compile responses to proposed legislation, policies, and standards of high headquarters, including the Office of Management and Budget, Office of Personnel Management (as required), and DoD.
Prepare and present briefings to senior level officials at the GO/SES level.

Specialized experience is defined as: develop guidance and/or procedures in one or more functional HR areas such as: staffing, classification, compensation, performance management, and/or labor relations; provide policy or guidance interpretations for the organization to effectively recruit, develop and retain the civilian workforce; respond to written/verbal inquiries from the field for interpretation, technical assistance, and insight; brief senior leaders or managers on program status. Thisdefinition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
