You will serve as a Financial Management Analyst in the Budget Formulation & Execution Authorizations and Controls Branch of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will gather data, create reports, identify budget issues and provide recommendations to mitigate any budget shortfalls. You will utilize knowledge of the Financial Improvement and Audit Readiness (FIAR) compliance and reporting requirements. You will identify deviations and root causes in budget formulation practices utilizing Financial Regulation and NAVFAC policies and procedures and make recommendations for corrections or improvements. You will review, analyze and reconcile financial data and reports for accuracy and reliability in accordance with appropriate laws, rules and regulations. You will assist in responding to NAVFAC HQ data calls for NAVFAC Pacific area of operations (AO). You will assist ECH IV and Business Lines/Support Lines in execution of fiduciary and funds control processes, resolution of labor allocations and corrections, review and reconciliation of appropriations. You will perform review and issuance of Resource Allocation Plan (RAP) Controls. You will perform work in automated budgetary systems and computer-generated products.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of budgetary policies, precedents, procedures, goals, objectives, regulations, and guidelines to meet financial management objectives for the Department of Navy; 2) Operating administrative and financial management systems to perform financial management analysis; 3) Identifying and using data analytics in order to resolve a range of budgetary problems; 4) Using computer-generated products such as Excel and Pivot Tables to accomplish assignments; and 5) Giving direction, instruction, and guidance to a group of individuals to meet financial management objectives.
