Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for managing the daily activities and direct defensive cyberspace operations for the security operations center in support of MDA priorities. The position will lead a contractor workforce to accomplish cybersecurity taskings and synchronize activities across multiple geographically separated operations centers. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a IT Specialist (Network/Security) at the NH-2210-3 broadband level some of your typical work assignments may include: Leads the Cybersecurity Service Provider in accomplishing daily activities directed by NIST and DoD standards and ensuring the readiness and resiliency of the security operations center through real world and cyberspace events. Orchestrates the application of DoD governance in the form of manuals, instructions, directives and audits, while analyzing cyber event log data from agency operations and support networks in order to assure the agency's cybersecurity architecture is compliant and capable of defending against cyberspace threats. Evaluates network cybersecurity tool compliance metrics, communicates trends and impacts to cybersecurity and senior leaders; leads collaboration to assess risk and develop strategies to improve compliance and ensure effective execution of defensive cyberspace operations. Leads agency incident handlers in identifying cyber events and evaluating network log data in order to characterize cyberspace incidents; leads execution of agency incident response procedures to ensure investigative data is captured and documented according to DoD and agency standards; serves as focal point for all cyberspace incident command and control reporting through the agency leadership and DoD chain of command structures.

  • This is an Information Assurance Workforce/Cybersecurity position coded in the CND-SP Manager Specialty. Must have at time of permanent appointment or achieve within 6 months of EOD the appropriate baseline certification.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Managing execution of cybersecurity incident detect and response processes and procedures. Preparing and presenting comprehensive IT briefings and recommending mitigation strategies to higher level cyber leaders. Evaluating network monitoring and intrusion detection log analysis and applying Cybersecurity Service Provider (CSSP) processes. Interpreting patterns of noncompliance, cyber tasking orders, cybersecurity assessment results, and network log analysis to determine their impacts on the level of risk and/or overall effectiveness of cybersecurity strategies, controls, and resiliency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: This position has a Basic Requirement for the 2210 series: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. All individuals must have IT related experience that demonstrates each of these four competencies: 1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment. 2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service. 3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems. 4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.
