About the Position: This position is with the United States Army Reserve Command, G-8 Field Budget Division, Operations and Maintenance Executive Team, located at Fort Liberty, North Carolina.
Duties
Serve as principal analyst, advisor, and administrator for the United States Army Reserve Command, G-8, on civilian pay costing and execution of funds.
Manage Civilian Pay transaction activity and coordinate with multiple organizations and agencies by providing data and information to resolve issues and ensure accuracy of payment and records.
Serve as the technical authority for the General Fund Enterprise Business System (GFEBS) and update lines of accounting and establish new hires.
Conduct budget program planning, analysis, execution, and policy advisory functions for assigned programs throughout the Command.
Plan and coordinate budget services, management of resources, and forecasting of budgetary trends and activities.
Maintain budgetary records that monitor obligations and expenditures throughout the execution phase of the annual operating budget.
Interpret budget directives, fiscal regulations, and legislation to resolve budgetary problems and make recommendations to plans, policies, and programs.
Requirements

SPECIALIZED EXPERIENCE GS-11:
One year of specialized experience which includes analyzing, interpreting and applying policy, and regulatory decisions for Pay actions; applying analytical techniques to evaluate the cost effectiveness of the pay program activities to forecast multi-year fiscal requirements; and developing and presenting statistical and narrative information to secure acceptance of desired action on budget requests and plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
SPECIALIZED EXPERIENCE GS-12:
One year of specialized experience which includes developing budgetary plans, policies, and guidance, and to make adjustments to the budget for pay programs; applying budget processes, procedures, and requirements to formulate, justify, present, and monitor the execution of budget; and advise managers on potential and actual funding matters that may impact the accomplishment of program objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
