You will serve as a MANAGEMENT ANALYST in the COMMAND SERVICES DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. In addition to this salary, you will also receive a 9.28% Cost of Living Allowance (COLA). COLA is subject to change at any time.

Duties

You will serve as the Permanent Change of Station (PCS) Program Administrator, Command Space Administrator providing direction, assistance and guidance to travelers. You will verify PCS entitlements in accordance with governing regulations and coordinate with the Financial Management division for proper lines of accounting (LOA) and fund certification. You will research, coordinate and assist Civilian employees with PCS voucher liquidation. You will serve as the central point of contact (POC) for space requests internal to NAVFAC Pacific. You will be responsible for the coordination with NAVFAC Pacific?s furniture contractor concerning repairs, upgrades, reconfigurations and contract actions. You will maintain effective relationships with Command components and other personnel from other agencies. You will prepare all PCS travel orders and amendments for eligible incoming and outgoing Civilian personnel. You will Oversee and maintain all PCS files and track civilian employees who may be eligible for separation (i.e., retirement, resignation, reassignment/transfer to another command/agency) to documented and legal home of record.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To be considered for GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical guidance to managers/employees and their dependents on all Civilian Permanent Change of Station (PCS) travel regarding Financial Travel Regulation, Joint Travel Regulation, travel procedures, and practices to verify PCS entitlements; 2) Preparing and processing Permanent Change of Station (PCS) orders; 3) Applying applicable rules, regulations, and procedures to prevent erroneous travel payments; 4) Researching and analyzing data, and preparing reports regarding PCS travel/budgeting for management review; and 5) Reviewing PCS supporting documentation to ensure accuracy. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.
