About the Position: Serves as a Budget Analyst at Headquarters, U.S. Army Forces Command, Fort Liberty, NC. Fort Liberty is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities. Fayetteville is centrally located between the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.
Duties
Perform routine budget administration functions in the formulation, executions, and review of the assigned organization?s budget.
Determine the validity of obligations in accordance with law or policy.
Verify that commitments and obligations occur on a timely basis in accordance with the monthly obligation plan.
Report immediately any variations in excess of accepted funding limitations to the Team Leader, First Line Supervisor, or the XVIII Airborne Corps G8.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent to obtain and maintain a Secret security clearance.
- This position requires Temporary Duty Travel (TDY) 10% of the time.
- This position requires incumbent to obtain and maintain Financial Management Certification Level 2 within two years of
appointment.
- This is a Term position scheduled to last NTE 6 YEARS.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and /or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes budget formulation and execution; experience developing, justifying, and presenting budget estimates to support goals; experience preparing budget documents, summaries and reports; experience using automated financial accounting systems in the budgetary process (i.e. General Fund Enterprise Business System (GFEBS), Global Combat Support-Army (GCSS-A), Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, and Finance Management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
