This position is a detail opportunity with the Privacy and Civil Liberties Oversight Board with administrative responsibility for assigned financial management functions/programs.
Duties
Perform a wide variety of functions that include reviewing and recommending action on proposed obligations, compiling financial data for analysis and preparation of budget and financial reports. Maintain a continuous review of the status of obligations, agency budget, disbursement and program progress.
Review a variety of financial reports, analyze and validate financial data, and resolve accounting discrepancies in reported data.
Identify potential problem areas based on analytical results and reports. Recommend revisions, modifications, reprogramming/amendments, or other remedial actions to correct problems and deficiencies.
Responsible for developing and maintaining relationships with internal and/external clients and communicating shared financial management and budget development and execution goals with stakeholders. This includes: facilitating completion of Inter-Agency Agreements, routing slips and IPAC approvals.
Assist with processing travel vouchers and authorizations.
Assist in budget formulation, justification, execution, and resource planning.
Independently investigate a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions.
Qualifications
Candidates must have specialized experience in at least four of the seven following areas of Specialized Experience:
Utilizing the basic concepts of financial principles, including analysis, preparation of financial management reports, and recommendations to leadership;
Utilizing the knowledge of financial and program practices, policies, functions to advise management on the improvement of finance and program operations;
Planning and making modifications to financial and/or accounting program operations, or to investigate and analyze financial data reported by external entities to resolve problems.
Developing, justifying, and managing budgets for a program or functional area.
Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
Experience submitting apportionment/reapportionment schedules within OMB MAX.
Formulating long-range budget estimates for multi-year programs and activities.
