A member of the MCA-DSS project team responsible for implementation and on-going management of the Decision Support System (DSS) in this complex, affiliated, tertiary care Medical Center. DSS is an automated clinical and financial decision support system which will provide VA managers with detailed patient utilization and cost data. At the Medical Center, MCA-DSS is designed so aggregate data can be rolled-up to the VISN and Headquarters levels for comparison review and benchmarking.
Duties
Coordinates, develops, and implements MCA-DSS accounting methodologies.
Utilizes independent judgment and knowledge of established management analysis and cost accounting principles, theories and practices in order to understand difficult and complex problems that require coordination between the services and the MCA Team.
Coordinates and assists in the monthly posting of data from VA feeder systems including scheduling data extractions from PAID, FMS and CMR systems; sets up and runs DSS jobs to process rejected data; creates auditing tools and audit data as needed; and creates and distributes monthly management reports to all levels of management. Ensures accurate logs are maintained, including disposition of results.
Oversees and implements, on an ongoing basis, the updating of changes to department costing.
Manages database by running MCA-DSS software jobs to allocate enough space in appropriate files to accommodate changes, running summary jobs to annualize previous year's data, and run forecasting jobs to project budgets tor upcoming fiscal year.
Performs system tests and validation processes to ensure that the system is functioning properly after each programming change and oversee maintenance of centralized DSS archive records.
Makes recommendations for creation of new annual budgets fr upcoming fiscal year based on historical costs where accurately captured, and on newly costed budgets where corrections or changes have occurred.
Performs highly specialized studies involving budget, costing, staffing, data validation, etc. and formulate recommendations concerning these areas.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Financial, cost accounting, and management principles; organizational theory; and techniques of analysis and evaluation; along with knowledge of standardized administrative practices and procedures.

Physical Requirements: The work is mostly sedentary although some slight physical effort may be required.
