You will serve as an INFORMATION TECHNOLOGY SPECIALIST (APPSW) in the Information Technology and Cyber Security Department, Code 109 of (PSNS and IMF).

Duties

You will evaluate new software technologies and ensure the rigorous application of information assurance policies, principles, and practices to the delivery of software services. You will work with customers and their technical representatives to test applications and assure software and systems quality and functionality. You will serve as a Project Manager coordinating and directing system analysis and programming efforts with all levels of stakeholders within the organization. You will conduct and direct system analysis and programming efforts in the assigned applications areas for new or improved business process solutions. You will work with management analysts and subject matter specialists from other departments to determine effective IT techniques. You will write, debug and maintain software and perform application development by working in languages or standard development tools which may include Visual Basic, SQL, .NET, C#, C++, Javascript, SharePoint and others.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621 level II within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include verifying data processing applicability, identifying alternate approaches, and preparing detailed technical reports recommending the most effective systems approach. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include working with customers and their technical representatives to test applications and assure software and systems quality and functionality. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include advising and assisting managers on systems matters, and in evaluating the need for changes in existing policies and procedures. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include analyzing and resolving complex problems through various programming techniques. In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, modifying, deploying or debugging software applications in support of business operations, using application development tools or technologies such as: Microsoft Visual Studio, .NET, AngularJS, Entity Framework, SQL, ORACLE, C++, C#, or Java Script and Team Foundation Server (TFS) or Azure DevOps.
