Duties

You are responsible for the oversight of a team of information assurance analysts and technicians involved in the test and evaluation methodology and evaluation strategy development. You will assist in planning, coordinating, executing, and reporting of the operational test and evaluation of various areas relating to an acquisition program. You will lead the planning, scheduling, and execution of Operations Testing and Independent Verification and Validation for all designated acquisition programs. You will be responsible for development of test procedures, acquisition of test resources, safe and complete execution of a wide range of test events, and development of a scientifically sound test report. You will be responsible for ensuring your team is capable of conducting both technical and non-technical aspects of operational assessments required by agency regulations and policies. You will lead assessment planning and ensure that the conduct and reporting of assessments are scientifically sound and defendable.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Information Assurance level III within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering and Technical Management Level I. Certification is required within 36 months of appointment.
  • You must obtain Validator certifications within prescribed timelines.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must obtain Information Assurance Level 3 certification within one year.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: acquiring and testing Information Technology equipment and software; planning and coordinating implementation of equipment and software for organizational use; using various testing/assessment software tools (i.e. MITRE ATT&CK, Nessus, Nexpose, Metasploit, Burp Suite, Kali Linux, etc.). Your experience must ALSO reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensuring the team is following agency regulations and policies as related to the information technology field. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: coordinating/liaising with various agencies. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: teaching/guiding/leading a team on how to develop or implement new strategies. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: finding alternative solutions to problems.
