The incumbent serves as the Program Specialist for the Operating Rooms at the South Texas Veterans Health Care Center, Audie L. Murphy Division, and the Northwest Health Care Center of the South Texas Veterans Health Care System. Incumbent directly reports to the Administrative Officer for Surgical Service or designee as necessary. Position requires close collaboration with the Chief of Surgical Service, Chief of Anesthesia Service and Nursing Representatives.
Duties
Major Duties:
The incumbent maintains and improves systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for positive change and continuous improvement for operating room functions. Incumbent is responsible for translating the policies, theories, and strategies into action within the complex interrelationships that exist in Surgical Service operations.
Responsible on a day-to-day basis for coordinating and facilitating the function of all services, clinical and administrative, which interface with Operating Room functionality.
The incumbent will take an active role in ensuring that room turnaround standards are met which will require direct monitoring on a near continuous basis of the flow through Surgical Service.
The incumbent ensures that instrumentation and equipment are made available for the daily surgical schedule and in accordance with all relevant policies and procedures. To accomplish this task, the incumbent must work proactively with Surgery, Anesthesia, Nursing, Biomed, Prosthetics, and Sterile Processing to ensure items are available and in working condition.
The incumbent plans and coordinates assignments for the Quality Assurance Specialist (Implant Coordinator) and the OR Supply Tech. She/he makes decisions based on work-related issues defined by the staff when appropriate. She/he ensures timely completion of work and reviews results of completed work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining and improving systems, coordinating and facilitating the function of clerical and administrative services, ensuring that equipment is available to the Surgical Service, and coordinating with multiple departments to ensure that supply items are available and in working condition. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related(TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
