You will serve as a PROGRAM ANALYST for the NAVAL EDUCATION AND TRAINING COMMAND (NETC) SUPPLY CHAIN OPERATIONS Division.

Duties

You will function as the Production Line Manager (PLM) overseeing and managing the Navy Enlisted Supply Chain (NESC) for sailors from accession planning to delivery at the first duty assignment. You will be responsible for program analysis of the Navy personnel supply chain reclassification and integrated production planning process. You will identify production problems at various stages, undertake corrective action, identify misaligned procedures or policies, and recommend corrective responses to senior leadership in Operations branch. You will lead conferences, planning meetings and other working groups organized to plan and develop internal strategies to address supply chain issues and concerns. You will coordinate training quotas for reclassified sailors, identifying constraints and provide information on recent trends and issues in response to Navy needs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and managing accession plans, end-strength, community management and personnel distribution to ensure programs align with organizational goals; 2) Utilizing manpower, personnel, and training information technology (IT) systems to monitor the flow of personnel and students through the accession and training process; 3) Applying knowledge of military organizational processes and support resources to prepare planning objectives in accordance with laws, regulations, policies and precedents; and 4) Analyzing and presenting complex qualitative and quantitative data in oral and written communications to senior leaders.
