Duties

As a Paralegal Specialist, you will perform the following duties: Conducting legal and factual research, analyzing legal or policy decisions, opinions, rulings. Developing and executing specific plans of action of researching, analyzing, presenting, or resolving extensive, complex problems. Marshalling data and other factual support for legal analysis, arguments, or advice. Preparing or assisting to prepare legal and other writings that incorporate the research, discussions, analyses, and conclusions reached. This Job Opportunity Announcement may be used to fill other Paralegal Specialist GS-0950-9/11/12 (FPL 12) positions within the National Telecommunications and Information Administration in the same geographical location with the same qualifications and specialized experience. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify at the GS-09 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as: Conducting research and analyzing documents; Assist with organizing and managing data, information, systems, projects, or research documents; or Assist in preparing written reports, papers, memoranda or presentations based on research, data, information, facts, or analysis. OR Substitution of Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of Education and Experience: I possess a combination of education and experience that meet the total qualification requirements. (i.e. One year and 6 months of graduate level education or 50% education plus 6 months of specialized experience or 50% experience. When added up they must total 100% and transcripts must be provided and experience must be demonstrated in resume.) Specialized Experience: To qualify at the GS-11 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as: Conducting research and analyzing documents; Assist in developing plans for analyzing or resolving problems; Organizing and managing data, information, systems, projects or research documents; or Preparing written reports, papers, memoranda, or presentations based on research or analysis OR Substitution of Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: A combination of education and experience that meet the total qualification requirements. (i.e. One year and 6 months of graduate level education or 50% education plus 6 months of specialized experience or 50% experience.
