You will serve as a Supervisory Program Analyst in the Surface Training Systems Program Office, Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as the Manpower, Personnel and Training (MPT) subject matter expert (SME), Program Manager and Command Representative within the Navy Naval Personnel Command.
You will plan and budget for the execution of MPT programs including the initial acquisition, development and introduction of new systems throughout the service life of Amphibious, Auxiliary, Command, Surface Combatant and Mine Warfare Ships.
You will supervise or direct the efforts of a multi-sector (HQ/field employees, fleet representatives, contractor) team to provide expert consultation and assistance to Navy Personnel Command on training and training systems acquisition and support.
You will develop, direct and execute the delivery for new equipment (initial and replacement crew training) and administer development and execution of training delivery for new equipment introduced by Participating Managers (PARMs).
You will supervise and direct the execution of Ship Manpower Document (SMD) approval, authorizations and personnel inventory distribution and the update of Total Force Manpower Management Systems (TFMMS) packages.
You will provide expert advice and guidance to the fleet by taking or directing action to resolving program issues identified by customer feedback on MPT issues (e.g. Commanding Officer Situation Reports, Field Service Records, etc.).
You conduct and direct studies and data analysis on a continuing basis in the identification of short/long term manpower, personnel, and training deficiencies, and for use in designing or compiling metrics in support of fleet readiness.
You will identify training technology/performance gaps.
You will evaluate Manpower and Training Requirements Planning (MTRP) or other Front End Analysis (FEA) reports, Job Duty Task Analyses (JDTA), or Navy Training System Plans (NTSP) for MPT implications and adherence to guiding documentation.
You will coordinate and direct the development and review of new and revised Navy Enlisted Classification (NEC) packages and changes to Navy Enlisted Occupational Classification Standards (NEOCS).
You will represent the organization at meetings, conferences and symposiums and contribute personal MPT subject matter expertise to address and resolve issues associated with training systems, resources, capabilities, technical authority, etc.
You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector coordinating the analysis or research studies of an organization's manpower or personnel requirements or deficiencies to identify solutions for resolving training needs, performance gaps, or workload requirements.
