The primary purpose of this position is to serve as a senior expert in financial Management to include cost, budget, and program analysis functions, and serve as the lead of the matrixed Financial Management personnel providing financial management advice and assistance on complex financial issues in support of HQ AFMC.

Duties

Functions as strategic financial advisor to the director and staff. Develops funding estimates for training requirements, establishes/reviews training plans, and tracks training accomplishments for HQ AFMC/FM matrixed employees. Performs matrix management support. Acts as the Personnel liaison to the AFMC Financial Management & Comptroller Directorate matrixed workforce supporting other headquarters organizations.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include; analyzing, recommending solutions, and accomplishing workload for the assigned organizations, objects classes, substantive programs, and support activities. Performing a wide variety of cost and budget review functions, conducting analyses and special studies, and providing reports, database tools, advice, and guidance to field finance offices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Know ledge of appropriate fiscal law (include 'time, purpose and amount' statute) as it applies to the use of appropriated funds and working capital funds and associated legal limitations. Knowledge of single-year and no-year (WCF reimbursements) appropriations and funds, and their characteristics, uses, applications, and structure. Knowledge of how (principally) Operation and Maintenance funds are programmed, budgeted, received, distributed, and executed (implemented). Knowledge of policies, processes, procedures, and regulations governing budgetary processes. Knowledge of numerous financial and data processing systems and systems capabilities. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower problems. Ability to communicate effectively in writing and orally. Broad knowledge of personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
