Duties

Advise the State Director, the State Management Team, and staff on tribal consultation and coordination based on laws, regulations, executive orders, departmental policy, and Bureau policy. Facilitate and support government tribal consultations under various authorities including but not limited to the National Historic Preservation Act and the National Environmental Policy Act. Evaluate sensitive issues and recommends to the authorized officer the necessary steps to solve those issues. Serve as State expert in Tribal Law issues as they pertain to land management issues. Assist the State Director, the Deputy State Directors, District and Field Managers in the development and implementation of cooperative partnership opportunities, outreach, education programs, Cooperative Agreements and Memorandums of Understanding. Develop and provide training or guidance for BLM managers and specialists on Native American cultures and on the economic conditions of tribes and the general structure of tribal governments. Provide input for analysis and interpretation of current and proposed draft legislation as it impacts BLM resource management responsibilities related to tribal concerns. Provide guidance, coordination, and assistance in initiating, planning, facilitating, and documenting consultation and assists management with dispute resolution with tribes Assist management in providing tribal interests sufficient opportunity for productive participation in BLM processes. Assists with litigation involving tribal consultation issues. Coordinate tribal outreach efforts with the appropriate headquarters, field office, division, branch, and external affairs staff. Monitor programs which affect tribes and communicates tribal perceptions to staff and management. Develop relationships with tribes to facilitate the consultation process and to further potential partnerships with tribes.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples: To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11. Examples of specialized experience may include: Analyzing programs that include or effect Native American tribes. Coordinating tribal outreach efforts with the appropriate external offices. Evaluating sensitive tribal issues and recommending necessary steps to resolve issues. Attending tribal events and participating in tribal ceremonies. Developing and providing training and/or guidance for other on Native American cultures. To qualify for the GS-13, you must have one year of specialized experience equivalent to the GS-12. Examples of specialized experience may include: Working with Native American tribes on sensitive land management issues such as renewable energy development, oil and gas, and rights-of-ways. Developing cooperative relationships with Native American Tribes that provide a multi-year financial benefit to tribes in a matter related to land management (though agreements or other financial tools). Advising a District Manager or higher-level agency official on multiple complex land management issues that affect tribal interests. Working with Tribal representatives to positively affect relationships between Tribes and a land management agency. Education may not be used to substitute specialized experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: No unusual physical exertion is required, work is primarily sedentary with frequent periods of walking and bending. Travel may be required by government vehicle or commercial transportation to attend meetings and training. Work Environment: Work is performed in an office setting. Work area is adequately lighted, heating, and ventilated. Occasional travel to trial sites may be required.
