About the Position: Serve as a budget analyst assigned to the Construction Division. Perform a variety of budgeting, funds control and progress reporting duties for a multi-million dollar program. Program consists of Civil Works, Operations and Maintenance, Disaster Preparedness and Response, Revolving Fund account for plant, and Overhead funds for Operation. Area of responsibility includes FL and PR.
Duties
Monitor and control obligations and expenditures.
Provide funding information for input into the Finance and Accounting subsystem of the Corps of Engineers Financial Management System.
Analyze actual obligations and expenditures with scheduled budget.
Prepare, monitor and report on project schedules, expenditure actions/obligations of funds for approval of Construction managers on projects; appropriations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires FMC02 - FM Certification Level 2.
Qualifications
This position may be filled as a temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience in the Federal service which includes maintaining records of funding, obligations and expenditures for assigned projects through financial management software. Duties include preparing estimates of annual funding needs; assuring that obligations and expenditures of funds are in accordance with existing laws and regulations; recommending adjustments /redistribution of funds within budget accounts; evaluating changes in program funding and developing recommendations for financial and/or budgetary actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
