The primary purpose of this position is to provide, manage and coordinate the overall operation of the assigned computer resource. Duties include, but are not limited to the conduct of studies; accomplishment of acquisition planning development of policies and procedures; and acting as focal point for all matters concerning computer resources.

Duties

Performs review and computer resource analysis to determine needs impacted by technical data, equipment, facility, manpower, and funding requirements. Typical computer resources also include custom hardware designed to meet various software engineering programs. Obtain and maintain access to required supporting systems such as technical data libraries, inventory systems, etc. to support daily operations and provide milestones, resolutions, and/or justifications for identified deficiencies, delays, and trends to all management levels. Develops policies and procedures and long-range support plans as they pertain to the hardware acquisition, installation, inspection, and dispositions of all elements constituting computer resources. Performs other duties as assigned. Works to achieve an support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions in Administrative and Management Positions, 0301. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes; researches, procures, and manages required computer resources; works with personnel to assess urgency of computer needs and resolving computer deficiencies, accomplishes necessary paperwork to expedite/obtain desired computer resources; establishes milestones or timetables to ensure computer resources are obtained, providing reasons or justifications to management at all levels for any delays; develops policies, procedures and long-range support plans as they pertain to hardware acquisition, installation, and disposition of all elements constituting computer resources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Successfully completed post master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of hardware/software configuration management concepts, operations, design principles, methodologies, and approaches used in acquiring, implementing, managing, and maintaining software and hardware systems chat meet current and future organizational business requirements. Knowledge of the agency, command, installation, and industry database processing and automated data processing standards, policies, and procedures. Ability to communicate effectively, both orally and in writing. Ability to analyze component interrelationships and evaluate computer hardware and software systems and computer applications. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions and solve a variety of hardware/software resource management problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
