Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Support Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment. These positions will be assigned to the Division of Environmental Affairs, Willows Construction Office, and San Joaquin River Restoration Program.
Duty Location: Sacramento, California and Willows, California
Duties
Provides general project management support in tracking, data management, and reporting.
Develops summary narratives, tables, and graphs of activities, costs, accomplishments and justifications for future work.
Assists in the preparation of various required reports.
Provides support in formulating budget requests and documents.
Develops, gathers, and analyzes data for budget documents. Analyzes data for inconsistencies and adjusts budget totals.
Maintains contract and agreement files, tracks expenditures and obligations, and reviews contract and agreement packages for regulatory adequacy.
Enters authorized requisition data into electronic database; ensures adequacy of budgetary resources and submits requisitions for processing.
Prepares documentation to support purchase transactions and tracks requisitions.
Provides purchasing and property management support.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience preparing and reviewing a variety of documents (correspondence, contracts, agreements, reports); researching and tracking project, budget, or other data from a variety of sources; entering data into an electronic database; and processing and tracking purchase requisitions. You could otherwise qualify on the basis of Education having one year of progressively higher level graduate education in a field related to the position OR superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications.
Superior Academic Achievement is based on: 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision).
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience preparing and reviewing correspondence, contracts, agreements, project and technical reports; developing, gathering, and analyzing data for budget documents; developing summary narratives, tables, and graphs of budget or project activities; collecting project data and entering information into an electronic database; processing purchase requisitions; preparing documentation to support purchase transactions; maintaining contract and agreement files, tracking expenditures and obligations, and reviewing contract and agreement packages. You could otherwise qualify on the basis of Education having a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR an LL. B. or J.D., if related.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement allows substituting education for experience.
