About the Position: This position is with the Headquarters, US Army Forces Command, Office of the Commander, Fort Liberty, North Carolina. Fort Bragg is a culturally diverse area with both rural and city populations, co-located at Fayetteville, North Carolina, centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities.

Duties

Perform quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Determine the scope of the audit and develop audit plans and detailed fact finding techniques to ensure timely accomplishment of the assigned mission. Apply accounting and auditing theories, principles, practices, automated systems and related regulatory requirements to identify deficiencies involving non-compliance with Federal laws and regulations in accordance with Government Auditing Standards. Prepare working papers, audit programs, memorandums, and audit reports that are clear, concise, technically correct, and in accordance with Government Auditing Standards, Department of Defense (DoD), and Department of the Army (DA) Policies. Conduct auditor interviews and observations of management and staff for all audit engagements. Support Audit Readiness efforts such as coordinating site visits, reviewing, identifying audit readiness problems, and recommending acceptable solutions for implementation to include developing a variety of reports, papers, and procedures. Provides guidance on alternative practice for the organization which results in shifting resources, avoiding uneconomical practices, and modifying program direction. Provides guidance and support to assist staff in audit readiness activities by promoting sound internal control environment to enable financial auditability and improve the timeliness, accuracy, and reliability of business and financial information. Make oral presentations, including audit entrance and exit conference briefings and audit readiness updates to management and staff. Determine the efficiency and effectiveness of resources, determine cost savings, and improvements to internal controls.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security Clearance.
  • This position requires incumbent to obtain and maintain a Financial Management Level 2 Certification.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes:1) Conducts performance or compliance audits in accordance with Government Auditing Standards (GAS); 2) Planning objectives to gather, organize, and evaluate data in complex areas; 3) Developing findings/reports that clearly identify operational problems and required corrective actions; and 4) Briefing adequacy and accuracy of findings to leaders within the organization.
