About the Position: This position is with the United States Army Reserve Command, Internal Review Office of the Director located at Fort Liberty, North Carolina.

Duties

Serve as the Director, Internal Review for the United States Army Reserve Command (USARC). Provide the Commanding General with analysis of significant external audit trends, recommendations regarding responsiveness of audit replies and recommended position statements in response to external audits. Advisor in the audit, evaluation and development of solutions to Army accounting and operational systems problems. Manage the execution of audits across the Army Reserve. Develop comprehensive curriculum for the United States Army Reserve Command (USARC) accredited auditor training program. Conduct annual quality assurance reviews for competency analysis of United States Army Reserve Command (USARC) auditors. Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance and technical competence. (Audits, audit follow-up, recommendation follow-up). Direct the formulation and promulgation of policies and procedures for the conduct of internal review throughout United States Army Reserve Command (USARC). Principal point of contact for the U.S. General Accounting Office (GAO), Department of Defense Inspector General (DODIG) U.S. Army Audit Agency (USAAA) and other Federal organizations that have responsibility for conducting audits and reviews. Collaborate with Deputy Assistant Secretary of the Army (Financial Operations) (DASA(FO)) and the IR Director community to develop Internal Review (IR) policy and guidance and advocate on behalf of the IR community with external organizations. Make changes in work assignments and workflow to balance workload among positions to increase effectiveness of operations supervised.

Additional information about transcripts is in this document. Basic Requirement for Financial Auditors and Attestation Auditors: A. Degree: bachelor's degree (or higher degree) in accounting or auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Exercising managerial authority for the internal review program, to include responsibility for developing and executing an annual audit plan; Organizing audits and providing direction and technical/professional guidance to audit teams; Briefing officials on the validity of the audit program and methodology/procedures used to gain acceptance and approval; Defining goals for implementing the audit program as it applies to either individual or team responsibilities and Developing training relative to the internal review program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, no substitution of education for specialized experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Audit Planning and ManagementConcepts, Policies and Principles of AuditFundamentals and Operations of AuditHuman Capital ManagementPartnering Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
