About the Position: This position is located in the US Army Special Operations Command, Command Section, Assistant Chief of Staff, Internal Review Office.
Duties
Incumbent serves as an agent of the commander of assigned headquarters or equivalent organization overseeing the command accounting, financial, and managerial issues that require examination by financial professionals.
Exercises managerial authority for the internal review program, to include responsibility for developing and executing an annual audit plan.
Plans, organizes, and directs the operations of the office; and carries full responsibility for the efficient and economical use of resources.
Works with management proponents at higher levels to coordinate policy issues and to provide guidance, interpretation, and issuance of accounting, evaluation, management control, and risk management policy for the Command.
The incumbent is responsible for planning and organizing audits and providing direction and technical/professional guidance to audit teams.
Supervises development of policies and procedures related to external audit agencies in the command.
Supervises the management oversight function of subordinate command internal review programs to ensure implementation of overall program goals and objectives.
Incumbent executes the administrative and personnel management functions related to the accomplishment of the assigned mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must meet Financial Management Certification Level lll requirements applicable to the duties of the position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with SCI security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 05% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. The incumbent must meet Financial Management Certification Level lll requirements applicable to the duties of the position.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level.
I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience: 1) Supervising or leading audit teams. 2) Overseeing audit planning and execution. 3) Ensuring conformance with auditing and accounting professional practices and standards. 4) Resolving financial and operational problems to enhance the accuracy, relevance, and timeliness of financial information. 5) Establishing policies and priorities for the short- and long-range planning for facilities, equipment, and/or manpower, and funding necessary to accomplish the mission. 6) Experience in performance management and/or employee recognition; staff development; time, attendance and leave administration; handling grievances or workplace issues.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
