You will serve as a IT PROGRAM MANAGER (PLCYPLN) in the DEPUTY EXECUTIVE DIRECTOR of NAVWARSYSCEN ATLANTIC CHARLESTON SC. Will serve as IPT Lead under Enterprise Systems Department/Enterprise Business Systems Division supporting Program Executive Office Digital Enterprise Services (PEO DES)

Duties

You will manage cost, schedule, risk and performance for multiple large, highly competitive project(s)/program(s) leveraging PM methodologies/best practices such as Waterfall, Spiral, and/or Agile. You will promote diversified team building, internal and external team information exchanges, problem identification and propose/implement solutions. You will resolve a variety of technological problems to include state of the art designs to take advantage of new concepts in advanced systems. You will interact with high-ranking stakeholders to develop program plans, participate in reviews, and develop strategies to address future program initiatives and requirements.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Intermed/Journeyman within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As an IT Lead or Project Manager managing cost and schedule expectations and managing resourcing, technology evaluation, systems development and acquisitions and acquisition strategies. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Manage cost, schedule, risk and performance for multiple large, highly complex, fast-paced, S&T type, Technology Transition, dynamic and competitive project(s)/program(s). 2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Interact with senior-level customers to develop program plans, participate in reviews, and develop strategies. 3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Articulate and defend facts and technical findings and advise management on complex issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Exercise/develop experimental approaches, theories, and/or hypotheses to solve problems.
