You will serve as a Business Operations Specialist in the Acquisition Management Branch, Code 5021 of the Cybersecure Hull, Mechanical & Electrical (HM&E) Controls Systems & Networks Department at Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will perform Contracting Officer's Representative (COR) duties and provide support to the divisions and branches as assigned. You will be responsible for contract performance, policy compliance, and contract oversight and execution to ensure financial and technical compliance with contract terms and conditions. You will troubleshoot contracting, tasking and funding issues and monitor contract reports for consistency with technical and financial tasking and anticipated future tasking. You will assist the Contracting Officer in the pre-award and post-award phase, determining the degree of contract risk, recommending contract changes, and recommending consideration on waivers, deviations, and engineering change proposals. You will monitor the use and rate of expenditure of budget funds through continuing dialogue with program managers and staff, government contractors, and review of written documentation or accounting records. You will manage the review and approval of tasking to contractors working with program managers, and will manage and participate in contractor's performance reviews. You will plan, organize and follow-through with technical assignments involving the substance of key Department programs/projects that includes providing leadership for team efforts.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting contracting operations by providing authoritative advice or analysis as a Contracting Officer's Representative (COR). Examples of specialized experience may include: evaluating a contractor's capabilities; coordinating or conducting contractor performance reviews; analyzing contractor charges to determine appropriateness or reasonableness; serving as a liaison to contractors. FOR GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following supporting contracting operations by conducting contract administration functions. Examples of specialized experience may include drafting contracting documents; monitoring expenditure of funds related to contracts; making changes to contract documents in response to contract modifications.
