This position is located in the Office of the Chief Financial Officer, National Finance Center (NFC), Government Employee Services Division, Client Services Directorate, Training and Communication Branch in New Orleans, LA. The Program Analyst serves in a Branch responsible for analyzing, testing, evaluating, and improving the effectiveness of NFC systems and/or operations; Develops procedures and instructions for USDA and other Federal agencies serviced by NFC and conducts system training.

Duties

Participates in the planning, scheduling, and conducting studies to evaluate and recommend ways to improve the effectiveness and efficiency of staff/section programs. Assists in coordinating, gathering analyzing, and evaluating data on a quantitative and qualitative basis, to organize the data according to program or types of information. Assists in the creation of cost estimates for statements of work and other solicitation drafts by gathering resource estimates and applying appropriate industry costs for facilities. Assist with developing, updating, and correcting agency?s policies and directives. Analyzes and evaluates data to identify actual or potential problems and trends. Analyzes proposed vs. actual accomplishments and advises supervisors of deficiencies when they occur. Conducts system training for USDA and other Federal agencies serviced by NFC.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: GS-07: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-05) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: (1) Reviewing public laws, USDA, Departmental, and Federal regulations, audit reports, and policy statements to determine their impact on automated systems and procedures. (2) Preparing comprehensive, concise procedures and informational material. (3) Developing and issuing comprehensive internal procedures, desk guides, and management directives for use by supervisory personnel and operating units. (4) Conducting comprehensive organization studies and analysis. GS-09: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: (1) Monitoring changes of existing systems and new systems to ensure effective implementation and/or initiates additional training to solve problem areas. (2) Planning, organizing, and coordinating work and projects to meet established deadlines. (3) Preparing comprehensive reports of analytical findings and recommends solutions to substantiated problems. (4) Evaluating and researching the feasibility, implications, application, cost, and benefits of recommendations regarding operations, processing procedures, and/or automated systems. Time-in-Grade Requirements: GS-07: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-05). GS-09: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-07). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Experience :

GS-07: 1 full academic year of graduate level education. OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on:
(1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;
OR
(3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR
Combination of Education and Specialized Experience may be substituted for experience in the following:
You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-09: A master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related; OR
Combination of Education and Specialized Experience may be substituted for experience in the following:
You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.)
