You will serve as a MANAGEMENT ANALYST in the OFFICE of INSPECTOR GENERAL (OIG) of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will conduct analysis of office programs with the intent of refining inspection objectives, scope and methodology.
You will use data compilation and trend analysis to identify risks, evaluate effectiveness, and recommend changes to policy and processes.
You will serve as the subject matter expert on NCIS inspections for administrative operations and procedures in assuring compliance with or enforcement of Federal law, DoD, DON, and NCIS instructions and policies.
You will coordinate with the NCIS Integrated Risk Management (IRM) department to identify risk areas
and internal controls that require testing via authoritative review.
You will develop, maintain, and revise leadership assessment and customer satisfaction surveys in
support of OIG inspections.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with NCIS administrative operations and procedures to ensure compliance with or
enforcement of Federal law, DoD, DON and NCIS instructions and policies. Experience with DoD and DON inspector general enterprise with an emphasis on policies and procedures pertaining to inspections. Experience with skills to plan, organize, and participate in comprehensive assessments and evaluations using contemporary models/methods that measure the effectiveness and performance of NCIS investigative, analytical, and administrative support operations. Experience reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required. Experience performing management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with management functions, processes, practices, theories, techniques
and principles in order to recognize, analyze, define problems and make recommendations on difficult problems or complex issues or questions. Experience with NCIS administrative operations and procedures to ensure compliance with or enforcement of Federal law, DoD, DON and NCIS instructions and policies. Experience with gathering, correlating, integrating, analyzing and evaluating information from various sources in order to report findings, draw conclusions, and recommend solutions to problems. Experience advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
