This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure Security Division (ISD), Office for Bombing Prevention (OBP).
This is a Term Appointment Not to Exceed (NTE) 18 months. May be extended up to 4 years at management's discretion.

In this position, you will serve as a Program Analyst within the Office for Bombing Prevention (OBP). The professional selected for this role will be responsible for coordinating, planing, facilitating and assisting in the development of resources, products, policies, guidance, and best practices regarding Counter Improvised Explosive Device (C-IED) programs on behalf of CISA/ISD. Typical work assignments include:
Serving as an analyst on the assessment and improvement of program effectiveness or the improvement of management processes and systems;
Conducting surveys and research projects and providing analysis services on substantive program issues;
Participating in analytical studies and contributing to informational resources and trainings related to the C-IED program;
Analyzing policies and procedures relating to program execution or regulations of C-IED and crowded places;
Supporting plans and operations for efficient and effective program development, implementation, and administration;
Developing memos, talking points, briefings, and/or training or other correspondence for various internal and external audiences;
Representing OBP at meetings, conferences, and other forums with key government officials, industry academia, and/or other stakeholders.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience or Education requirements to substitute (if applicable depending of grade) as noted below.
Specialized Experience for GS-11: You may qualify for the GS-11 grade level if you possess one year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sector) performing the following duties:
Experience participating in research projects and analytical studies;
Collaborating and presenting information to varied stakeholders such as other organizations, academia, or State and Federal Government Agencies;
Collecting relevant information from varied sources for review, analysis and monitoring of assigned program areas and their mission accomplishment progress.

B. Education: APh.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
Specialized Experience for GS-12: You may qualify for the GS-12 grade level if you possess one year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sector) performing the following duties:
Direct experience in conducting analytical studies of data, surveying, measuring and evaluating project activities, goals and objectives;
Experience developing memos, decision papers, talking points, briefings, and/or training or other correspondence for various audiences;
Participating in intelligence, technology, policy, and risk management working groups focused on delivering solutions addressing emerging threats;
Experience sharing information with varied audiences at briefings, scheduled presentations, or other speaking engagements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
