About the Position: You will serve as a senior analyst providing technical advice and guidance to command leadership, including Senior Executive Service officials, senior staff managers and other stakeholders relative to the performance of programmatic plans and budget functions.
Duties
Provide comprehensive analysis and extensive knowledge and understanding of the substantive nature of the operating programs and assigned weapon and support systems and their financial posture.
Manage planning, financial review and analysis, and budget execution activities for a variety of command programs and supported weapon systems.
Develop improved budget methods, procedures, formats, and justification used in controlling program authority and funding.
Plan, evaluate, review and prioritize the financial resources for assigned programs.
Serve as a technical expert for the organization and professional advisor in the areas of program management, metrics development, and performance evaluation.
Provide advice and recommendations for process and program improvement to staff management, evaluate and provide direction for major administrative aspects of command support to major weapon systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret security clearance for the duration of employment.
- Incumbent required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Position requires Financial Management Certification Level 2 within 24 months of entrance into the position.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for Business - Financial Management - Practitioner Certification within 60 months of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes experience which includes 1) applying qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of financial execution, 2) utilizing cost accounting, cost collection and/or cost reporting systems to support weapon, missile and other support systems for a center or command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
